As-salam alaykum wa rahmat Allah wa barakatuhu

To the brothers in settlement (may God protect them)

We inform you that the brother Abu [?] al-Baljiki [the Belgian], came to us in the wilaya’s personnel office, and he is entitled to be given settlement sponsorship [i.e. rent subsidy etc.]: [in handwriting] and he has been a brother in the Dawla [i.e. member of the Islamic State] for three months and he is married and has one child.
