To the brothers in settlement (may God protect them)

We inform you that the brother Shamil al-Tadafi [?], came to us in the wilaya’s personnel office, and he is entitled to be given settlement sponsorship [i.e. rent subsidy etc.]: [in handwriting] and he is a brother present in al-Ra’i and he has been a brother in the Dawla [i.e. member of the Islamic State] since 1 Ramadan 1435 AH [?], and he is married.
