To the subjects of the Amir al-Mu’mineen in Wilayat Halab

By God’s help, a special office for receiving the complaints of the Muslims against the offices of zakat and sadaqat in Wilayat Halab has been opened.

So whoever has a complain against the zakat offices, that person should submit his/her complaint via this office to track the complain.

Note: whoever has been rejected from the lists of the fuqara’ and masakin and considers himself/herself wrnged, must bring a document from the zakat office in which the reason for deprivation is made clear, and then that person should see the zakat complaints office.

I ask God that this letter of mine should reach you while you are in the best health and wellness, and that He should make you among those who serve His religion, and that He should make Islam and Muslims benefit through you.

We draw your attention to document no. 86 of the General Supervisory Committee dated 20 Dhu al-Qa’da 1436 AH, which contains the following: “…In order to control instances of moving about between the differentwilayas, sectors, diwans and commissions, it has been decided- by the permission of God Almighty- to oblige all the sectors of the Dawla- including wilayas, diwans, commissions, offices and other sectors- not to accept any individual of the brothers who desire to transfer to that authority or sector except by requirement of an official document that has been authenticated and authorised. Otherwise, the authority that accepts will be subject to accountability…”

Therefore we ask you to review and implement the content of this directive issued by the General Supervisory Committee.
