Our dear shaykh, we ask you to address and ask the military brothers in the Abu Bakr al-Siddiq battalion if they have a brother called Abu Harun al-Husayni, who is an ansari, and to askt hem what work does he do in the battalion. The reason we ask, our dear shaykh, is that this person does intelligence work for the interest of Abu Anas al-Tunisi, who was the amir of the brigade and has now been on sick leave for around a month in al-Tabqa.
Also, our dear shaykh, ask them if they have a brother called Abu al-Abd al-Tunisi, who was in Liwa al-Sadiq and is now working in military connections- and God knows best. The reason we ask if that he was among those closest to Abu Mu’adh al-Tunisi, who has fled outside the land of the Caliphate.

As-salam alaykum wa rahmat Allah wa barakatuhu
Report about the situation of some people against whom cases of extremism in the wilaya are recorded:
1. Abu Musa al-Tunisi:
He says about those of the brothers who are killed that they are fata’is [NB: a derisive way in Arabic of referring to people who are killed]. He also says that resorting to the arbitration of the Islamic police should only be in the event of necessity. He also calls the brother Abu Abdullah al-Ifriqi an enemy of God, and he describes the brother Abu Ahmad al-Halabi as being a “pig and enemy of God,” and there is a recording of that. He has left the wilaya and it is believed that he is in al-Tabqa.
2. Abu Nabil al-Tunisi:
A friend of Abu al-Rabab and a friend also of Safwan al-Tunisi, who are known for their takfir against the Dawla. Abu Nabil has been seen meeting with Safwan al-Tunisi more than once, after Abu Nabil was imprisoned for the first time.
3. Abu Uqab al-Muhajir (al-Homsi)
He declares takfir on his father and mother who live in the area of the Nusayri regime, and he tests the brothers in creed and asks them about memorisation. He declares takfir on the one who does not answer.
He is in contact with a person from Germany and sends him 3000 euros each month and says he is his brother. He has been known to lie frequently, and he works in the Sa’d battalion in the northern countryside.
4. Abu al-Harith al-Tunisi
He said he wants to treat Abu Asad al-Masri’s wife as a sabiya, and he will strive to expel her from the office of martyrs because her husband is a disbeliever. He is wanted by the diwan.
5. Abu Dujana al-Tunisi (amir of the wilaya’s battalion).
He says that the Dawla should deal with the masses just as the Prophet (SAWS) dealt with the three who refrained from going on expeditions with the Messenger of God (SAWS). He asserts that the Dawla must expel the masses from their homes because they do not want to fight with the Dawla.
In addition, he does not give the salam greeting to the masses.
6. Abu Hudhayfa al-Tunisi:
A brother saw him take money from a car of the masses that was heading towards the areas of the apostates (ihtitab), and after Abu Hudhayfa al-Tunisi took the money, he concealed it, and Abu al-Walid has seen it with his own eye (the witness: Abu al-Walid al-Ansari).

Report about the situation of the military vehicles in the wilaya
After investigation, tracking and review of some of the issues in the sector of military vehicles, it has become clear to us that there is clear nepotism and administrative corruption in this sector, which requires investigation and accountability amid the conspicuousness of administrative corruption.
The official for military vehicles in the wilaya is Abu Jamal from Kafr Hamra.
The vehicles are divided into a number of departments:
1. Tel Jijan department:
The amir of this department is Abu Hamza Tel Jijan, whose brother is Abu Jamal, the official for the vehicles.
2. The gasoline department in al-Bab:
The amir of this department is Abu Shahid, who is also Abu Jamal’s brother.
3. The repairman department:
The department’s amir is Abu Jarah, who is a cousin of Abu Jamal.
4. The heavy vehicle department (packer trucks):
The department’s amir is Abu al-Izz, from Kafr Hamra.
5. Baza’a (Mazout) department:
The department’s amir is Abu Ahmad al-Ansari, who is a cousin of Abu Jamal.
6. Muslima department:
Abu Ali Bakur: he is not a relative of Abu Jamal.
7. The official responsible for car modification:
Abu Ahmad al-Aliyat: a cousin of Abu Jamal.
8. The Military Vehicles’ vehicle wash place at the Hazwan intersection.
Its workers are of the general populace. The official responsible for them is Abu Ahmad, who is a cousin of Abu Jamal and also of the general populace.
Note that the number of brothers in the military vehicles sector of the wilaya is around 45 brothers. Despite this, we find that all the amirs of the departments, with the exception of the Muslima department, are from Kafr Hamra and relatives of the brother Abu Jamal. Therefore, we send this report t you, dear brother, so you can direct us as you consider appropriate.

I ask God for this letter of mine to reach you while you are in the best state of health and wellness, and that He should make you among those who serve His religion, and that He should make Islam and Muslims benefit through you.
Note the letter of the General Supervisory Committee no. 81 on date 7 Dhu al-Q’ida 1436 AH, which contains the following: “…As the basis on which one has joined the ranks of the Islamic State is jihad in God’s path and fighting the disbelievers and apostates in order to make supreme the word of God and obey His commands, the principle among them [those who have joined] is that they should obey when commanded, mobilise when ordered to do so, and heed when called. If those ranks have been not safe from the recruitment of some of the hypocrites and people who cause others to abandon and people who spread false rumours (and God is the One whose help is to be sought), and the impact they have on the unity of rank and its steadfastness, then it is decided to expel from the ranks of the Islamic State- by the permission of God Almighty- those whose refusal to answer orders for mobilisation without a Shari’i excuse is established, and all the measures taken against those who have been expelled will apply to them. And God is the Self-Sufficient and One Worthy of Praise…”
