To all the brothers in the Islamic State

Please see the Ghana’im centre in the wilaya to which the brother is affiliated currently, in the event one has not received any war spoils from any battle from the date of the distribution of the spoils until now, and please inform of any grievance regarding the war spoils in that period.

With regards to the brothers in the Diwan al-Jund, please see the military administrator.

This should be done within 15 days from the date of the circular. After this date, we in the Diwan al-Ghana’im wa al-Fay’ will have discharged our duty before God (Almighty and Exalted is He) regarding any wrong-doing or short-coming that has occurred in the matter of the war spoils.

Any brother who knows the name of a brother that has been martyred or taken prisoner and has a right to war spoils should inform us of his name and how to convey the sum to his heirs.

All brothers are requested to publicise this circular as far as possible and inform the non-Arabic speaking brothers who cannot read the statement.

As the brothers in the Diwan al-Ta’alim strive to spread education and facilitate the means to that and as the Muslims are keen to teach their children, we would like to inform all the Muslims of the licensing for self-education for those who cannot join the classes of public education. This is whereby the student is to register for the conducting of semester tests on the basis of the equivalent of the student’s educational level in the stages of study, without the student having to attend or register in class.
