Notes to the Wali of Aleppo

To: our dear brother and shaykh the wali of Aleppo, Abu Ayat al-Joufi

May God protect and guard him

As-salam alaykum wa rahmat Allah wa barakatuhu

As for what follows:

We inform you, our dear shaykh:

There is an Abu Abd al-Rahman al-Tunisi, who is disabled and is affiliated with the office of the wounded. With him is an Abu Ghayth al-Tunisi who is affiliated with the Dabiq Division and is a companion for the disabled Abu Abd al-Rahman and Abu Hurayra al-Tunisi. They have departed to Wilayat al-Raqqa and when they were loading household items, the brother Abu Hassan al-Babi asked them: Why are you taking these household items? They told him: The wali allowed us to take these items, and this person [who owned them] is an apostate. He said to them: Why is he an apostate? They said: Because he has in his house photos of himself with officers.

(And God knows best: these photos are from the days of the house owner’s military service).

Our shaykh, we ask you to inform the brothers in Wilayat al-Raqqa to follow up with them.

There is a person called Abu A’isha al-Tunisi. He came to al-Hasawi gas station to fill up on gasoline. So he asked the worker at the station to fill up his car with 40 litres of gasoline and without a receipt or money. Abu A’isha intended to force the worker to do this, so the worker shut the gas station. Then Abu A’isha hit the worker, loaded him into the car, and took him to the al-Sawami’ area. There also Abu A’isha hit him and said to him: You are a disbeliever. So the worker asked him: Why are you hitting me? Is it for the sake of gasoline? He said to the worker: No, because you are a disbeliever, and were I the Dawla, I would fire 100 bullets into your head. The worker made a complaint against him. Days later, Abu Sayf al-Hadidi came and said to the worker: You have committed kufr [disbelief], and God willing we sill sort out matters for you and we will see Abu A’isha for you. Perhaps these matters will require punishment, because you have committed kufr. But it should be noted that the worker did not commit kufr. Abu Sayf asked him to withdraw the complaint, and so the worker did that out of fear, and there is an audio recording of the worker.

Our dear shaykh, we inform you that we have installed the eavesdropping device in the al-Bushi mosque, but the device performs weekly, and we have not found one better than it in the marker. So we need a high quality eavesdropping device.

We inform you, our dear shaykh, that the amnis in the Muslima sector arrested a smuggler who had a van with him. They sold the vehicle for a sum of money (though we don’t know how much), and they gave its owner half of the sum, and the truth of these words is 80%. And God knows best.

Do you want us to follow up on the matter?

We also inform you, our dear shaykh, that it has become clear to us that in every wilaya in the Islamic State, there are contingents of Turkistanis, and each contingent has an amir in every meaning of the word. This amir is not appointed by the Islamic State. Who is the one who appointed that person as amir??? It is not known, AND god knows best, our dear shaykh, who are these groups. We have not encountered any problem [from them] but they stir up astonishment and worry.

NB: Some clarification is needed here. The Islamic State distinguished between formal members of the organisation (i.e. those who ‘gave allegiance’/mubaya’un and had registered ID numbers) and those who were not formal members but were given jobs by the group as ’employees’ (muwazzafun) and received salaries/payments but did not give allegiance. What this letter therefore means is that if someone joined the Islamic State as a formal member and then ‘left’ for some reason, then that would mean that this person could not subsequently become an ’employee’ for the group. By ‘leaving’ the organisation, I mean here either the one who seems to resign (though so far this only seems to apply to local Iraqis/Syrians, and the mechanisms are not yet precisely understood) or the one who is formally expelled (a phenomenon well attested and discussed in other documents).

Letter to the Wali of Aleppo: Query About Some Personnel (1)

To: our dear brother and shaykh, the wali of Aleppo, Abu Ayat al-Joufi (may God protect and guard him)
As-salam alaykum wa rahmat Allah wa barakatuhu. As for what follows:

Our dear shaykh, we ask you to address and ask the military brothers in the Abu Bakr al-Siddiq battalion if they have a brother called Abu Harun al-Husayni, who is an ansari, and to askt hem what work does he do in the battalion. The reason we ask, our dear shaykh, is that this person does intelligence work for the interest of Abu Anas al-Tunisi, who was the amir of the brigade and has now been on sick leave for around a month in al-Tabqa.

Also, our dear shaykh, ask them if they have a brother called Abu al-Abd al-Tunisi, who was in Liwa al-Sadiq and is now working in military connections- and God knows best. The reason we ask if that he was among those closest to Abu Mu’adh al-Tunisi, who has fled outside the land of the Caliphate.
