Notices and regulations for hijra to the Islamic State

(A notice to be presented to the one who desires to make hijra when that person is in his/her own country)


Our creed

We believe that God alone has no partner in His lordship, divinity, names and qualities. He is the One who possesses divinity and the right to be worshipped is imposed on all His creation. We believe in what God Almighty has established for himself in His Book or the Sunna of His Messenger from names, and qualities in the form that befits him, without distortion, impeding or adjustment.

The necessity of revering the Prophet (SAWS) and that it is forbidden to precede him. We also believe that the one who disparages his noble standing and aspect is guilty of disbelief and apostasy, and likewise the one who disparages the pure family of his household, and his noble companions of the four Rashidun caliphs and the rest of the companions and family.

The Almighty has said: “We have sent you as a witness, bringer of tidings and warner, so that you may believe in God and His Messenger, and support Him and revere Him and honour him in the morning and evening.”

We consider it is obligatory to destroy and remove all phenomena of idolatry, and prohibit the means to it. This is because of what Imam Muslim narrated in his authentic collection regarding SAWS’ words to Ali: “Do not leave a statue without destroying it or an elevated tomb without levelling it.”

The obligation of resorting to arbitration to God’s law through Šariʿī courts in the Islamic State, as resorting to the arbitration of the Taghut of man-made laws and tribal customs and the like is among the nullifiers of Islam (and whoso does not rule by what God has revealed, those people are the disbelievers).

– Our pronouncements on faith are a middle ground between the extremist H̱awārij and the lax people of irja’ and we do not declare takfir on a Muslim man who prays in the direction of our qibla because of sins that do not constitute kufr, so long as he does not deem that sin permissible, and whoso pronounces the two shahadas and shows us Islam and does no commit one of the nullifiers, we deal with that person as we deal with Muslims, and we leave that person’s inner thoughts to God.

– We believe that kufr is of two types: greater and lesser…and takfir against the individual among those people and ruling on that person’s eternal confinement in hell depend on principles and conditions of takfir and the absence of the obstacles to it. We do not excuse an accountable person for that person’s ignorance of the principle of Tawḥīd.

The Rafidites are a sect of idolatry and apostasy, and as such they are refraining from implementing many of the outward rituals of Islam.

We believe in the disbelief and apostasy of the sorcerer and the obligation to kill that person, and not to accept that person’s repentance in the rulings of this world after power is gained over that person. Omar al-Faruq (may God be pleased with him) said: “The ḥadd punishment of the sorcerer is to strike that person with the sword.”

We believe secularism in its various banners and different madhhabs, like nationalism, patriotism, communism, and Ba’athism, is clear kufr that contradicts Islam and takes someone outside the faith. God Almighty has said regarding the one who agrees with the idolaters in replacing something from God’s law: “The Satans inspire their allies to dispute you, and if you appease them, you are idolaters.”

We believe that the abode in which the rituals of kufr prevail and the rulings of kufr predominate without the rulings of Islam, is an abode of kufr. This does not mean necessarily that we declare the inhabitants of that abode to be disbelievers, and in so far as the rulings that prevail in all the abodes of Islam today are rulings of the Taghut and its Šarīʿa we consider all the rulings of those states and their armies to be guilty of kufr and apostasy, and fighting them is more obligatory than fighting the Crusader occupier.

We believe it is obligatory to migrate to the Islamic State, and the one who refrains without one of the Šariʿī excuses is committing a sin.

We consider that jihad in God’s path is an individual obligation since the fall of al-Andalus, in order to liberate the land of the Muslims, and this is for every pious and immoral person, and the greatest of sins after disbelief in God is to forbid jihad in God’s path when it is an individual obligation. Ibn Ḥazm said: “There is no greater sin after kufr than the sin of the one who forbids jihad against the disbelievers and commanding the surrender of the Muslims’ women to them, because of the immorality of a Muslim man whom others besides him do not hold to account for his immorality.”

We believe that the sects of the people of the Book and others of the Sabians and the like today are warring people who have no ḏimma pact, for they have violated what they have pledged to in many regards, innumerable in fact. Thus, if they want security and peace, they must sign a new pledge with the Islamic State according to the conditions of Omar they have violated.

We consider it is obligatory to save the prisoners and women of the Muslims from the hands of the disbelievers through raiding or ransom. SAWS said: “Free the prisoner.” We also consider it is obligatory to sponsor their families and the families of the martyrs. SAWS said: “Whoso prepares a raider has gone on a raid, and whoso takes care of a raider’s family has gone on a raid.”

– We consider it is obligatory for the Ummah to learn the commands of its religion, even if some fortunes of this world go by it, and we obligate from worldly knowledge whatever the Ummah is in need of and the anything else besides that is permissible so long as it does not go out from the restrictions of the law.

– We mandate the Muslim as a Šariʿī obligation to cover her face and keep away from unveiling and mixing and that it is obligatory to be modest and pure. God Almighty has said: “Those who wish for obscenity to spread among those who have believed have a painful torment in this world and the Hereafter, and God knows and you don’t know.”

Notices and regulations for joining the Islamic State:

– Bayʿa to the Caliph of the Muslims Abu Bakr al-Baghdadi.
– Hearing and obeying the Caliph and the amirs in what does not constitute disobedience to God.
– Not objecting to the place or area you are assigned to.
– No request to move from the place you are assigned to before six months have passed.
– In the event you desire to leave the state of the Caliphate, that will not be fulfilled as you wish, and you will expose yourself to security investigation and Šariʿī accountability

Means of assignment: you are assigned in a definitive sense after 60 days, during which period you go through a Šariʿī and military camp, then ribat on the enemy, and after this you are assigned according to data and assessment of your record during the 60 day period.

. Warnings before the migration:

– It is forbidden to bring modern phone apparatuses, and it is forbidden to bring laptop apparatuses and screen devices, and one should only bring an ordinary phone in which secure private phone connection is available. Otherwise all the devices will be confiscated from you.

– One should bring one rucksack, and in the event you bring more than one sack, we don’t bear responsibility for bringing it in, and we disavow any responsibility in the event any destruction or loss for that.

– Handing over all the personal ID documents when you enter.
