In the name of God, the Compassionate, the Merciful

Praise be to God alone and prayers and peace be upon the one after whom there is no prophet. As for what follows:

To the brother the wali (may God help him and make his steps right), as-salam alaykum wa rahmat Allah wa barakatuhu. As for what follows:

After checking with the financial brother on the issue of marriage grant for the brother Abu Ali al-Tahari, the following has become clear:

Among the conditions to obtain a marriage grant is that a whole year must have passed for the brother since the date he gave allegiance. The brother Abu Ali al-Tahari has not fulfilled this condition yet since he left the Dawla then undertook the training camp again.

And God is the guarantor of success and the one who guides to the straight path

In the name of God, the Compassionate, the Merciful

Praise be to God the Lord of the Worlds, and prayers and peace be upon our Prophet Muhammad and all his family and companions:

To the ennobled shaykh/the wali of al-Raqqa (may God protect him)

As-salam alaykum wa rahmat Allah wa barakatuhu. As for what follows:

To begin with, we ask God (Almighty and Exalted is He) that you should be well and in good health.

I attach for you, dear sir, the appeal presented by the brother Abu Hafs al-Qurashi regarding his desire to return to the ranks of the Islamic State, after he was expelled by the brothers in the Military Administration in Wilayat Halab in view of the lack of his ability to undertake military tasks because of his illness- as claimed in his case.

I hope you will kindly review the possibility of having him join the ranks of the Islamic State in Wilayat al-Raqqa, if there is nothing for you to prevent that.

I also hope you will kindly inform us.

We ask God to grant success and the right path to us and you.

Wa as-salam alaykum wa rahmat Allah wa barakatuhu.

NB: Some clarification is needed here. The Islamic State distinguished between formal members of the organisation (i.e. those who ‘gave allegiance’/mubaya’un and had registered ID numbers) and those who were not formal members but were given jobs by the group as ’employees’ (muwazzafun) and received salaries/payments but did not give allegiance. What this letter therefore means is that if someone joined the Islamic State as a formal member and then ‘left’ for some reason, then that would mean that this person could not subsequently become an ’employee’ for the group. By ‘leaving’ the organisation, I mean here either the one who seems to resign (though so far this only seems to apply to local Iraqis/Syrians, and the mechanisms are not yet precisely understood) or the one who is formally expelled (a phenomenon well attested and discussed in other documents).
